Carbs and starting from cold

Hi everyone, having sorted most of the problems that my CX-500EC (1982) had, got it through its MOT in June, and been riding it all summer (yep we had one in the UK this year), Im now thinking of tackling a carb problem that's been there since the re-build. The bike runs well so jets are ok etc, but when it stands overnight after a run, it takes a good few turns to start, It feels to me as though the Carbs are empty and it takes a bit of turning to get petrol in them again via the vacuum tap. Ive put tissue under the carb drains and cant seen anything coming out so a bit puzzled. Starting when warm I instantaneous.
What is the general opinion Do they all take a bit of turning over after standing?

Try bypassing the Vacuum petcock.If this cures it then that's the fault,

Also old fuel pipes can collapse internally and it's pretty cheap and advisable to replace them with modern neoprene tubing.

They should be 6mm diameter(1/4"),,
